Paint.net has a resize function where you can specify the pixel dimensions and when you save as a jpeg you can choose the quality.

PAINT.NET HAS WORKED!!!!!!!!!!!!!!!!!!!!!!!!!!
To get paint.net go on google, search paint.net download, go to the first one on the list, then follow the instructions. To redo the pixels go to image, click resize then set the pixels. To get it as the right amounth of KB, Save it and it will ask you quality. You can then set the amount of KB! MWAHAHAHAHAHAHA! You will definetely get a part in HC the movie part 7ero now Macabre!
