i remember a mutated dog in Fly II - but not sure about a toxic waste thing - prehaps teenage mutant ninja turtles?

No, My Name Is Earl kicks ass and is still on the air. I'm thinking about a Nick show, a kid threw rocks at a car and set it on fire (not positive about the fire part) and a dog was inside, then this guy appeared and turned him into a dog and told him that the only person who could understand him when he spoke was the last kid he picked on. He had to do 100 good deeds before a time limit was up or he'd be a dog forever. The old guy who changed him would pop up every now and then as a mail man or a milk man or some other underpayed public worker of some sort to congratulate him on a finished deed. I think the dog's name was Eddie.

Strange, I know pretty much everything about the show but the title, I watched it when I was about 11-ish.

That's what it was, I liked it when it first came on, but I was 11 so I liked pretty much anything with that orange blob in the corner.

Ah, no, we don't have brown sauce here in the US. I think either we have discussed this here, or I saw the discussion on another board. I looked it up on Ebay, seems like a worthwhile sauce.

What we have here in the US, in profusion, is barbecue sauce. A million different brands, in bottles of all sizes. It is also brown in color. Go ANYWHERE--the local grocery store, the convenience store, the laundry service--and you are likely to find barbecue sauce in some form. For people who are rich, there is gourmet bbq sauce. For people who are poor, you can get a gallon of the cheap stuff for $1.50. Barbecuing is fun but I think there is something weird going on here.
