if i ever got service that bad, i'd tell the person why i was pissed and why i was never coming back to the restaurant again.
if you leave a shitty tip the person just thinks that you are a cheap asshole. true fact # 57. Assholes never think they are assholes. they are convinced everyone else is the problem. this applies to bad restaurant staff.

there is one important thing ...
never and i mean NEVER give a bad waiter a hard time until the last of the food and drink has been delivered. if you piss one off .. justifiable or not ... you dont want to risk eating what they bring to you next.
