As far as Greatest (not scariest) horror movie, the title easily goes to The Exorcist because it won more oscars then any other Horror film.

Nontheless, my favorite horror movie is and always will be The Evil Dead.

yeah, there are a couple parts that were straight up terrifying, but the film wasnt meant to be all that scary.

which is understandable. A few scenes in Mulholland Drive, Twin Peaks: Fire Walk With Me, and Lost Highway practically made me shit myself, David Lynch should would make a absolutely terrifying horror movie.
