What are the best horror publishers?

He has contacts with a publisher called Evilnerdempire, they should what you're looking for, to start off with at least.

Other good horror presses that I know of include Cargo Cult, Delirium, Bloodletting... but since you're looking to do cover art, you might want to start by looking into magazines seeking art submissions.
