I think Dr. Evil is waaaay more of an inflated cartoon character villain than Hannibal Lecter.

He was supposed to be Lector on the other hand wasn't. I agree with urge on the fact that he is made out to be some kind of superman but I still like the character and the way Hopkins did it even though it is a bit exaggerated.
