I don't understand how they can have a prequel. Ginger wasn't infected until the beginning of the first one, so what will the movie be about? Someone other than Ginger and her sister?

I don't remember Ginger Snaps too well, but I do remember the mother saying something very cryptic before the end, like "I'm sorry I didn't explain it to you and your sister." Either she was referring to the fact that she knew that Ginger was a werewolf, or she was referring to the birds and the bees.
If the mom knew more than she was letting on that could justify a prequel.

The prequel is going back to the Colonial period I believe. The movie will still star Ginger and Bridgette, but I'm guessing they will be playing their ancestors.

What this movie needs is a time machine. Then it can go back in time and make it so itself never existed.
