The movie is around 80's I think, when I was kid. The story about a beauty doctor that can make an old woman to be younger. He also has some prisoners in the basement that turn into something like monster or zombie (I think the doctor injected something to the prisoners because they were a human). sometimes, the doctor gave them meat or human flesh. There are some guards in the basement with electric batons. That's all I remembered.
