There are always grey areas, but in general I don't consider thrillers to be horror. Just because something is scary, it doesn't make it a horror movie. I'm scared to watch the news, but that doesn't make it a horror documentary. I hate war movies, but - they're war movies, not horror movies, no matter how scary they might be.
For example, I don't consider Silence of the Lambs to be a horror movie at all. It's a crime thriller. That doesn't mean it's a bad movie - it just means that if I had expected to watch a horror movie, I would have been very disappointed.
