BERLIN (Reuters) - A couple who fixed a heavy chain to their 14-year-old son's ankle as an "educational measure" have been charged with criminal assault and maltreatment of children, German police say.
Passers-by alerted police after seeing the parents beating the boy on the balcony of their apartment in the west German town of Arnsberg, local police said on Monday.
When the police arrived they found the boy in tears with a heavy, one-metre-long (yard) metal chain on his ankle. The Lebanese couple denied beating their son, but admitted chaining him.
"The parents saw the chain on their son's foot as a necessary educational measure and could only be convinced to take the chain off after being asked to do so repeatedly," police said.
