TPG generally gives you a static IP address, unless you are on one of their lower end plans. Look at tpg.com.au - log into your account and look at "ADSL Settings".

"Configuration Option" will tell you what you have (static or dynamic IP).

Now, with regards to the proxy, it depends on what port this software is using. Some proxy services only proxy port 80 (ie http traffic). If it is a P2P program, you may be using another port and may have to set up a proxy and stipulate for it to use that port specifically. Google privoxy and TOR, and Vidalia. This should be able to be configured to do what you require.
