2 part answer: It's one of J. Lo's songs about people criticizing her and saying she's forgotten about the streets and fame and glam went to her head. That was her way of letting people know, she was still real.
Next part "the block" is also what many people refer to went they go to pick up prostitutes. You might hear people referring to a certain street or they'll say "I'm going to get some from 'the block' ."
