The Cube's characters were meant to be representations of different aspects of humanity. Every movie doesn't have to include deep character development, while it's a great aspect of cinema there
are times in which people just don't grow... or change... or learn. They're more cyphers than anything, just a part of the puzzle with only one talent and beyond that they don't really matter because it's all just about the Cube.
