He did a tongue thing in the first one (down the phoneline) too, Freddy is a sick perv trying to weird out his victims - did he go to rape them? no.
He's a sick and demented killer who enjoys toying with his victims, largely around, but not exclusive to, their personal fears.

I think in terms of sexual content, considering the time of the majority of the series and the number of installments, they're actually comparatively mild in terms of the genre/time.
