Yes, on account of the active ingredients being at a higher ratio than with the other, hence, you would never need/want use to that much.
It's like shooting tequila, you need less on account of the concentration of the active ingredient.
But still, legality doesn't really come into it unless it's a fallback on having no real points against the substance, if it's illegal, alcohol could/should be on account of (despite lower concentrations) the amounts of accidents and disease it's caused.
Neither are harmless substances, but I cannot accept grounds against one without pointing out the obvious flaws of the other.
Weed can make people dopey...alcohol can turn people into right fuckwits...
