It's actually not like that at all. Horror is a genre that has lasted over 100 years, branching all sorts of different subgenres, like crime horror (
Silence of the Lambs), slasher horror (
Halloween), etc.
Giallo predominantly lasted for about 15 years, and was spawned off of the mystery genre and the horror genre. How can you call that a genre? It fits perfectly into the category of "subgenre".
