Do you think people would rather starve to death? I mean it would be pretty crazy and confusing to just wake up one day with the need to eat human brains. You'd get the same cravings you'd get for food, and to have such a sudden and horrific change would definitely shock people into a lot of things. I'm sure people will be starving to death, but I think most people will choose survival. Self Preservation is our strongest instinct after all.

Well the first days would be total chaos of course. People would have these urges and fight them off, not knowing what the hell was happening to them. Some would crack early on and give up to their urges, so people would then understand that this was a widespread thing not only limited to themsleves and begin talking about it. There would be two main camps of course : those that would refuse to do it under any circumstance and those who would see their own survival and the survival of the human species as primordial.

From there there would probably be a second period of chaos, as more and more people, understanding that they had to eat human brains but not knowing exactly whose brains they could or should eat would start killing others right and left, probably people from the "starving" side. Then, governments would probably step in an institute some kind of temporary law stating who can and can't be killed while gradually buidling up the system I talked about in my first reply through audiences, commissions and the likes...
