The extra info you post is important. mwsbar.dll indicates you have a spyware infection. The MyWebSearch "browser helper". This is probably why it is taking a long time to start up and shut down your computer. I bet if you have one piece of adware/spyware, you have others too.

As for the difficulty in detecting your optical drives - I am not sure if these are related. From what you describe the error with these is occurring in POST, before Windows is even starting up. Does your computer make any unusual beeps when it first starts up?

Basically, it is important to work out if the problem with your optical drives is occurring in POST or as Windows loads. The latter could be due to your spyware problem, the former is more likely to be a hardware or BIOS configuration problem.
