I've been driven nuts for weeks now trying to remember the name of this movie, it's where a cat saves a little girl from an evil red eye, blue colored gnome that has a knife.

The parents don't believe the child about the gnome and they take the cat away thinking it was the cat who did the cuts and at the end the cat breaks free from a pound or something and goes and kills the gnome by dropping it in a fan and then the dad comes in and sees the blood and the sharp knife.
