I asked Jeeves

Fried ice cream is sometimes associated with soul food, but is even more associated with fairs, carnivals and other places where food is served with little regard to negative health concerns due to the products consumed being considered as a snack or a treat rather than serious sources of nourishment. It is prepared by taken deep-frozen ice cream (ice cream which has been frozen well below the standard 0 degrees F at which ice cream is generally kept) and rolling it in a breading which is usually cookie crumbs. This breaded ice cream is then briefly fried. The low temperature to which the ice cream has been frozen prevents the ice cream from melting during the brief frying process. When served the product is generally still frozen in the middle but sizziling on the outside.
