No, no I do NOT think that's ok, and that's what I like about it.
The worst thing you can hand out? The amount of options boggles the mind.
Pennies do suck but I've also heard of people giving out one dollar bills too, which to a small fry is still a nice bit of money. I'd be happy with the paper money if I was a kid.
The worst thing for me was always simple. It was the candy I got and didn't like! Candy corn, taffy, Nekko wafers, gummy ANYTHING...yuck.
