Please help me find this film
 

I saw a clip of a movie on my dad's computer around 15 years ago, but a friend of mine saw it on a VHS tape sometime in the late 80s/early 90s so it's from around that time or earlier (i asked my dad abt the vid, it's definitely old footage).

So it starts with a buzzsaw, this is the moment I remember the most since the sound it made was super loud and high pitched, very scary for me as a kid. It cuts to a dead, bloody bald guy on a stretcher with a bullet wound on his head. I'm not sure if there was doctors rolling him in or the camera man was walking up to him, that part is really fuzzy. I do remember his blanket was completely blood soaked and I'm thinking it cut to an autopsy scene afterwards but I'm not sure

It might've been from a Faces of Death type video (it's not FoD as far as I know) according to my friend but he's not really sure
