That's the only horror film I've seen, I think, from 1989.

Keep in mind that whilst horror had a boom period in the 80's, that cooled in the 90's.

I agree that the 90s were a bit hit and miss but the rot hadn't set in then.
There was still The Woman In Black, Society, The Church, Tetsuo, Warlock, The Burbs and Santa Sangre that were great in 1989.

I was born in 1987, in my opinion the best horror movies of that year and I've seen are:
