I had never heard of this one before but evidently, they corrected his bulge after it was noticed so the majority of copies of Little Mermaid do not contain this one.

Snopes says undetermined, but it's pretty clear when you are looking at a still. When watching the film it's almost impossible to see, that's why it's subliminal.
